That should any sentence, paragr-dph, subdivision, clause, phrase or section of this ordinance be adjudged (yr held to be unconstitutional, illegal, or invalid, the Sanle shall not alTect the validity of this ordinance as a whole, or any pmt of prtJvision thereof, other than the pmt decided to be invalid, illegal or lluconstitutionaL SECTION 4.
