HomeMy WebLinkAboutMemo & Budget Ordinance AGENDA MEMO (10/22/03 AGENDA) DATE: October 15, 2003 TO: Honorable Mayor and City Council City Manager FROM: Kent Austin, Director of Finance SUBJECT: Budget amendment ITEM: The October 22, 2003 City Council agenda includes an ordina nce that would amend the FY2004 budget for two reasons: 1. To carry forward funds encumbered at the end of FY03, thus making them available for expenditure in the current fiscal year. The total encumbrances of $1,104,513 include $659,590 from the General Fu nd, $428,436 from the Utility Fund, and $16,487 from the Sanitation Fund. By comparison, encumbrances carried forward last year totaled $645,034. A list of the specific accounts, vendors, and amounts is attached. Without this amendment, the City could n ot expend these funds without exceeding the adopted budget. 2. To authorize the transfer of $4,549,308 from the annual operating budget to the Capital Projects Fund ($2,681,063 General Fund; $1,868,245 Utility Fund). The use of these funds for capital proje cts was approved as part of the budget adoption process; the attached ordinance merely formalizes the transfer. The amounts and intended projects are listed in the attached exhibit. RECOMMENDATION: Both the encumbrance carryforward and the capital proje ct transfers are presented to the Council each year as a routine item. City staff recommends approval of the attached ordinance. WHEREAS, the City Council of the City of University Park has determin ed that it is in the public interest to amend Ordinance No. 03/22 to carry forward encumbrances of funds from the 2002 - 2003 fiscal year budget and to transfer funds from the fiscal year 2004 general fund and utility fund into the capital projects fund; Now , Therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY PARK, TEXAS: SECTION 1. That Ordinance No. 03/22, the 2003 - 2004 fiscal year budget ordinance of the City of University Park, Texas, be, and the same is hereby, amended to carry f orward to the 2003 - 2004 fiscal year encumbrances authorized in the 2002 - 2003 budget, but not expended during such fiscal year. That a complete listing of such encumbrances, as they existed as of the beginning of the current fiscal year, is attached hereto as Exhibit “A” and made a part hereof for all purposes. That all of such encumbrances, totaling $659,590.34 of general fund encumbrances, $428,435.77 of utility fund encumbrances, and $16,486.53 of sanitation fund encumbrances, be, and the same are hereb y, approved and carried forward into and made a part of the 2003 - 2004 fiscal year budget of the City. SECTION 2. That a general fund appropriation in the amount of $2,681,063 and a utility fund appropriation in the amount of $1,868,245 are hereby made to be designated for the capital projects fund, and to be used for the projects listed in Exhibit “B” attached hereto and made a part hereof for all purposes. SECTION 3. This ordinance shall take effect immediately from and after its passage, as the law and Ch arter in such cases provide.
