The City of University Park and the Town of Highland Park both have water and sanitary
sewer mains in the San Carlos-Potomac alley, west from Preston Road to the 4300 block.
Those utilities are in disrepair and due to limited space, replacement of a single water main
and a single sanitary sewer main is the only option. As the alley is in the corporate limits of
the Town of Highland Park, the interlocal agreement will allow for joint construction of the
water and sanitary sewer mains as well as provide other details for its maintenance.
