MINUTES
January 15, 2008
The Planning and Goning Commission of the City of University Park met on Tuesday, January
15, 2008 at 5:00 P.M. in the City Hall Modular Building, 3800 University Blvd., University
Park, Texas. The following are minutes of that meeting.

Mr. West opened the meeting, welcomed everyone in attendance and then read the specitics of the first
case.
PZ 08-002: Hold a public hearing and consider a request for a zoning change from Single
Family "SF-3" to Planned Development District `'PD-34" zoning district classification for a tract
of approx. one acre more or less, situated east of the Dallas North Tollway and south of and
abutting Drane Drive. The subject site will accommodate a new booster pump station.
Mr. West inquired if there were any parties that wished to speak in favor of the proposed zoning
change; none came f'orward. He then inquired if there were any opposing parties in which there
was none.
Mr. West closed the public hearing. Randy Biddle made a motion to approve and Reed Shawver
seconded the motion. With a vote of 5-0, the motion was passed.
Mr. West read the specifics of the next case.
PZ 08-001: Hold a public hearing and consider amending Article 5 of the Comprehensive
Zonin~ ordinance to provide far parking standards for the Single family, Single Family SF-A,
Duplex and Multi Family Districts and to establish development standards for driveway ramps to
below grade parking garages.
Mr. West stated that the development standards for driveway ramps were no longer part of the
agenda. Mr. Persaud added that after reviewing the complete list of items for development
standard regulations, the city council felt that certain items on the list should be pulled and
addressed with a higher priority. The item will not be considered at the January 29, 2008
Council meeting.
Harry Persaud then reviewed the parking standards with a PowerPoint presentation. He noted
that the city staff has met with the development standards committee and held discussions on the
proposed standards. He presented the proposal for the Multi-Family districts requiring a
minimum of 1 parking space per bedroom with the condition that any other room in excess of 90
sq. ft which is not a bathroom, closet, kitchen or living room and which has direct access to a
bathroom or a closet shall be considered a bedroom for the purposes of determining the total
number of required parking spaces.
Harry Persaud then reviewed the proposal for Single Family districts with any home less than
8000 sq ft requiring a 2 car garage and any home with greater than 8000 sq ft requiring a
minimum of a 3 car garage. Z'he proposed parking standards allowed for tandem parking in a
three car garage. .
Mr. Persaud stated that the staff had pulled the single family permits for 2007, which showed
that all homes greater than 8000 sq ft, already had a 3 car garage. Bob West asked how many
plans showed a 3 car garage or greater. Harry Persaud responded that there were `5".
Bob West asked those in attendance if anyone had questions for Mr. Persaud. There were none.
Bob West asked if anyone wished to speak in favor of the proposal. Mr. Don Gale, a resident,
Multi-Family home builder and member of the development standards committee stated that he
was in f~avor. Chuck Barnett who resides at 2841 Fondren, who is a Multi-Family builder and on
the development standards committee, stated that he was in favor. Nancy Fulton who owns
Multi-Family property in the 3200 and 3300 blocks of Rosedale stated that she was in favor but
to also look at tandem parking for Multi-Family. Bob West stated that tandem parking in Multi-
Family was a question for Harry Persaud or Dan Seflco with Setko Planning Uroup. Rob Dillard
added that it is not something that the city has a problem with. Harry Persaud added that it is an
item on the list for the eonsultant. The eonsultant, Dan Seflco with Seflco Planning C'rroup added
that it was an item they were looking at and that they will possibly make a recommendation to
the city.
Bob West asked if anyone wished to speak in opposition. No one responded.
Nancy Fulton asked Harry Persaud why the tandem parking is an option for Single Family and
not for Multi-Family. Harry Persaud responded that it was not a discussed with the Development
Standards Committee.
Bill Foose asked Harry Persaud about the tandem parking with a 1 car garage in a single family
district. Harry Persaud reviewed the proposal again for a single family home greater than 8000
sc~ feet which would require a 3 car garage in order to allow tandem parking component.
Bob West closed the public hearing and asked for further discussion or questions from the
members. Randy Biddle asked about the issues before the committee again and Bob West
reviewed. Bill Foose reviewed the zoning ordinance along with Rob Dillard, Harry Persaud and
Bob West concerning the definition of "garage". There was discussion among the members as to
the present definition of "garage" and that it might possibly need to be amended.
Rusty Goff, a builder and resident of University Park stated that there are carports on expensive
recently built homes which are not 4 metal poles with corrugated metal roofing. Randy made a
motion
Randy Biddle made the motion to approve the ordinance to forward to city council but to provide
for a"garage" or "carport". Doug Roach seconded the motion. Bill Foose added that the
definition of ``carport" is loosely defined and that the staff should address the materials allowed.
The motion was passed with a 5-0 vote.
Mr. West then asked for approval of the minutes from the November 13, 2007 meeting without
any changes. With no comments or changes Bill Foose made a motion to approve the minutes
which was seconded by Reed Shawver. With a vote of 5-0, the minutes were approved.
With there being no further business before the Board, Mr. West adjourned the meeting.
