Tuesday,September 10,2013 5:00 PM Council Chamber
4:00 -4:21 P.M. PRE-MEETING WORK SESSION: Mayor Dick Davis,
Mayor Pro Tempore Bob Clark, Councilmember Bob Begert,
Councilmember Dawn Moore and Councilmember Tommy Stewart were
present. Also present were City Attorney Rob Dillard and City Manager
Bob Livingston.
Staff reviewed details of items on the agenda with the City Council members. No
action was taken.
I. CALL TO ORDER

Staff in attendance included: Community Information Officer Steve Mace, Director of
Information Services Jim Criswell, Police Chief Gary Adams, Director of Public Works
Bud Smallwood, City Secretary Liz Spector, Director of Finance Kent Austin, Library
Director Sharon Martin,Assistant City Manager/Director of Community Development
Robbie Corder, Director of Human Resources Luanne Hanford, Director of Parks
Gerry Bradley, Fire Chief Randy Howell, Assistant to the City Manager George Ertle,
and Police Captain Greg Spradlin.
II. CONSENT AGENDA
A motion was made by Mayor Pro Tern Clark,seconded by Councilmember
Stewart,to approve the Consent Agenda. The motion carried by the following
vote:

A. 13-218 Consider and act on a request from Southern Methodist University

ft"' (SMU) to temporarily close Hillcrest Avenue from University Boulevard
to Mockingbird Lane during their Homecoming Parade
The request to conduct the SMU Homecoming Parade on Hillcrest Ave.from
University Blvd.to Mockingbird Ln.for their homecoming parade Saturday,
October 26,2013 from 10 a.m.until 12 noon was approved.
B. 13-220 Consider and Act on Agreement for Services between All American
Animal Control Services, Inc. (AAAC) and the City of University Park
for Animal Impound Services
This Contract was authorized.
C. 13-222 Consider minutes of the September 3, 2013 City Council Meeting
These Minutes were approved.
III. MAIN AGENDA
A. 13-219 Consider and act on an agreement for services between All City
Management Services, Inc. (ACMS) and the City of University Park for
school crossing guard services
Chief Adams said UPPD officers often assist with crossing guard duties when school
crossing guards are absent or if a position is vacant. He said this keeps officers from
Lworking the streets and being available to perform their regular duties.
He said he was contacted by All City Management Services (ACMS) with a proposal
to contract for management of the City's crossing guards for a period of three years.
Chief Adams said this agreement will cost$15.70 per hour per guard for years one
and two of the contract and$16.17 per hour per guard for year three. He said ACMS
has over 27 years in the field and leads the crossing guard industry in training,
supervision and safety.
Chief Adams stated that HPISD Superintendent Dr. Dawson Off has indicated he will
send a letter confirming HPISD support of the contract for school crossing guards.
There were no questions for Chief Adams and Mayor Davis asked for a motion.
A motion was made by Councilmember Begert,seconded by Councilmember
Moore,that this Contract be approved.The motion carried by the following
vote:

B. 13-223 Public Hearing on proposed FY14 Budget and property tax rate
Director of Finance Kent Austin gave a presentation during the final of three public
hearings regarding the proposed property tax revenue increase and the FY14
budget.
Mr. Austin said the proposed FY2014 budget of$46,132,713 is 4.19%larger than the
adopted FY2013 budget of$44,275,598. He also mentioned the budget reduces the
current 27.845 cent property tax rate to 27.432 cents, and proposes rate increases
for water and sewer service.

Mr.Austin said the 2013 certified tax roll rose 6.04%in market value and 5.59%in
taxable value over the previous year and marks the first year since 2009 that
property values have risen strongly in the city.
There were no requests to address the Council or questions for staff regarding the
proposed property tax revenue increase or the FY14 budget and Mayor Davis closed
the public hearing.
The Public Hearing was conducted. No one was present who wished to
discuss the proposed FY2014 budget or tax rate and Mayor Davis closed the
public hearing.
C. 13-224 Consider ordinance adopting FY2014 Budget
A motion was made by Councilmember Begert,seconded by Councilmember
Moore,that the Ordinance approving the FY2014 Budget in the amount of
$46,132,713 be adopted.The motion carried by the following vote:

D. 13-226 Ratify property tax rate of$0.27432 reflected in FY2014 budget
Mayor Davis said the budget will raise more total property taxes than last year's
budget by an amount of$717,929, which is a 4.64 percent increase from last year's
budget. He further stated the property tax revenue to be raised from new property
added to the tax roll this year is$280,252. Mayor Davis said the City Council needs
to vote whether to ratify the tax rate of 27.432 cents reflected in the FY2014 budget
and he asked for a motion.
Councilmember Moore commented that the proposed$0.27432 tax rate is a
reduction from the previous year's rate of$0.27845. She stated appraised property
values in the City have risen and water and sewer rates will increase so the Finance
Advisory Committee suggested a tax rate reduction to ease the burden on
homeowners.
A motion was made by Councilmember Moore,seconded by Councilmember
Stewart,to ratify the property tax rate of$0.27432. The motion carried by the
following vote:

E. 13-227 Consider ordinance levying 2013 ad valorem taxes and setting tax rate
Director of Finance Kent Austin stated the City's property tax rate is adopted each
year in ordinance format by official City Council action. He said an ordinance has
been prepared setting the 2013(FY2014)property tax rate at$0.27432 per$100
taxable value which will yield$16,184,440 when levied against the 2013 certified tax
roll.
There were no questions for Mr.Austin and Mayor Davis asked for a motion.
A motion was made by Councilmember Moore,seconded by Mayor Pro Tem
Clark,that this Ordinance levying the 2013 property tax in the amount of

�► $0.27432 per$100 appraised value be adopted.The motion carried by the
following vote:

F. 13-228 Consider ordinance adopting FY2014 pay plan
Director of Finance Kent Austin said the City's pay plan is adopted each year in
ordinance format by official City Council action. He stated an ordinance has been
prepared granting City employees a 2%market-based raise. He further stated the
pay plan was reviewed and recommended by the Employee Benefits Advisory
Committee at their August 23, 2013 meeting.
There were no questions for Mr.Austin and Mayor Davis asked for a motion.
A motion was made by Councilmember Moore,seconded by Councilmember
Begert,that this Ordinance be adopted.The motion carried by the following
vote:

G. 13-229 Consider resolution amending master fee schedule
Director of Finance Kent Austin reviewed the updates proposed for the City's Master
Fee Resolution. He said the changes include a rate structure change for water and
sewer fees and an increase in the daily animal impoundment fee from$50 to$75.
A motion was made by Mayor Pro Tem Clark,seconded by Councilmember
Stewart,that this Resolution be adopted.The motion carried by the following
vote:

Councilmember Moore, and Councilmember Stewart

IV. PUBLIC COMMENTS
Resident Carolyn Loy addressed the Council. She stated she appreciated the work
being done at Hitzelberger Park and asked what work was currently underway.
Director of Parks Gerry Bradley said a statue donated by former mayor Barbara
Hitzelberger-Wooten is being readied for installation.
V. ADJOURNMENT
Mayor Davis adjourned the meeting at 5:26 P.M.
