If"not"for"increased"water"treatment"charges,"the"City’s"budget"would"have actually"decreased.""The"budget’s"15%"increase"in"City"water"rates"is designed"to"help"pay"for"the"upcoming"renovation"of"the"Dallas"County/Park"Cities"Municipal Utilities"District"treatment"plant. ,ontinuedaonainsideafl pCatopaleftCafirstacolumn On"two"special"occasions"in"2009,"my"City"Council"colleagues"and"I"had"the pleasure"of"welcoming"hundreds"of"residents"to"our"newly"renovated"City Hall.""Last"May,"as"the"photo"above"illustrates,"we"rededicated"the"building. Then,"on"July"4,"in"conjunction"with"the"annual"Park"Cities"Independence Day"Parade"and"Picnic,"we"held"a"citywide"open"house."""" City"Hall"has"never"looked"better"and"it"is"now"equipped"to"handle"the"daily needs"of"residents"and"staff"for"years"to"come."Retaining"its"distinctive"Colonial"Williamsburg “look”"inside"and"out,"the"complex,"including"the"Fire"Department’s"new"West"Wing"totals 46,000"square"feet.""While"the"renovations"included"a"technological"“face"lift”"for"the"Council Chamber,"involving"the"installation"of"new"audio"and"video"equipment,"75%"of"the"facility’s space"was"allocated"to"the"needs"of"Police,"Fire"and"Emergency"Dispatch."""""""""""""""" As"detailed"in"the"pages"of"this"report,"2010"will"contain"challenges"for"City"staff"as"they"con- tinue"to"respond"to"regional"fallout"from"the"nation’s"economic"downturn.""Nevertheless,"the City"will"benefit"from"the"excellent"foresight"and"guidance"from"City"Manager"Bob Livingston,"Department"Directors"and"employees,"and"residents"who"serve"on"various"advi- sory"committees.""In"the"months"ahead"we"are"poised"to"move"ahead"on"a"number"of""projects and"equipment"upgrades"that"will"improve"the"community,"and"aid"those"who"serve"and"pro- tect"it."""""""""""""" ,ontinuedafromafront Falling"sales"tax"(-15%),"building"permit"(-11%),"and"interest revenues"(-61%)"made"balancing"the"FY2010"budget"less pleasant"than"usual.""City"departments"were"requested"to"cut back"their"planned"expenditures"wherever"possible.""No"new positions"were"approved,"and"no"employee"raises"were"given. The"loss"of"non-property"tax"revenues"meant"that"the"City property"tax"had"to"bear"more"of"the"budget"load.""Rising property"values"over"the"past"decade"have"helped"the"City lower"its"tax"rate"each"year.""In"2009,"citywide"taxable"prop- erty"values"increased"just"3.1%,"and"the"FY2010"(tax"year 2009)"City"property"tax"rate"remained"unchanged"from"its existing"$0.26548/$100"amount.""This"was"the"16th"consecu- tive"year"without"a"tax"rate"increase.""The"chart"below"dis- plays"the"relationship"between"the"tax"base"and"the"City"tax rate"for"the"last"five"years. For"FY2011,"City"staff"is"bracing"for"another"difficult"rev- enue"picture.""Close"oversight"of"spending"will"be"essential"to balancing"the"budget"next"year. Capital improvement program (CIP) Adopted"in"December"2009,"the"FY2010"CIP"budget"of $13,123,380"is"the"first"year"of"the"five-year"CIP.""The"CIP"is the"method"by"which"the"City"identifies,"plans,"and"funds capital"projects,"which"are"defined"as"non-recurring,"multi- year"efforts"totaling"over"$25,000.""Funding"for"the"CIP comes"from"multiple"sources,"including"operating"budget transfers,"fund"balance"drawdowns,"and"interest"earnings."" The"City"is"debt-free"and"uses"no"debt"for"capital"proj- ects.""The"FY2010"CIP"budget"includes"projects"like completion"of"the"water"booster"pump"station"($1.748 million),"Curtis"Park"swimming"pool"renovation phase"II"($1.439"million),"and"replacement"of"alley and"utility"lines"($2.206"million). Awards and accomplishments The"City"received"two"national"financial"awards"this year.""For"the"ninth"year"in"a"row,"the"National Purchasing"Institute"(NPI)"awarded"University"Park the"Achievement"of"Excellence"in"Procurement Award.""Purchasing"Agent"Christine"Green"and Purchasing"Assistant"Sandy"Perkins"manage"the City's"procurement"operations.""For"the"eleventh"con- secutive"year,"the"Government"Finance"Officers Association"(GFOA)"awarded"the"City"the"Certificate of"Achievement"for"Excellence"in"Financial Reporting.""Controller"Tom"Tvardzik"and"the"City's accounting"staff"prepare"the" Comprehensive"Annual Financial"Report "(CAFR)"that"is"the"basis"for"the Award.""The"CAFR"is"available"as"a"PDF"file"on"the City’s"Web"site. The"Department"celebrated"its"one year"anniversary"after"having"been reorganized"into"a"separate"depart- ment"in"2008.""The"Department"wel- comed"its"newest"staff"member, Keith"Schmidt,"as"the"Chief"Building Official.""Keith"has"over"30"years"of experience"in"the"building"industry"and"was"previous- ly"employed"with"the"City"of"Plano"for"over"18"years. University"Park’s"new"home"construction"market continued"to"experience"a"significant"downturn.""Total construction"values"for"new"single-family"homes decreased"over"70"percent"from"$92"million"in"2008 to"$25"million"in"2009.""Only"26"permits"were"issued for"new"single-family"homes"in"2009,"compared"with 71"in"2008"and"108"in"2007." Despite"the"downturn,"the"Department"has"remained active"with"large"zoning"cases"for"the"Chase"bank"site south"of"Snider"Plaza"and"the"George"W."Bush" ,ontinuedatopaleftacolumnCaleftafl p The"primary"mission"of"Information"Services in"2009"was"the"final"implementation"of"the new"technology"introduced"with"the"City"Hall remodel. –""In"March,"computer"room"configuration,"phone"and"data" cabling"were"completed"and"City"Hall"employees"were" moved"into"their"renovated"home. –""In"October,"the"primary"dispatch"center"for"Police,"Fire," and"EMS"was"activated.""In"the"event"of"an"emergency,"the" center"is"designed"to"allow"redundancy"and"quick"failover" to"the"backup"dispatch"center"at"the"Peek"Service"Center. –""The"new"security"camera"and"access"control"system"using" employee"ID"cards"was"configured"and"activated. ••Sophisticated"audio/video"systems"were"implemented"in all"conference"rooms"and"the"Council"Chamber.""In"June," the"City’s"Web"site"began"offering"audio"and"video" streaming"of"City"Council"meetings. INFORMATIONINFORMATION SERVICESSERVICES Emplo’ment During"fiscal"year"2008-09,"the"employee"turnover"rate"was 5.6%.""The"Human"Resources"Department"hired"62"full- time,"part-time"and"seasonal"employees"during"the"fiscal year. 3-1-1 Information line 3-1-1"was"launched"in"December"2006.""It"continues"to"be popular"with"residents"who"use"the"round-the-clock"number for"non-emergency"calls"for"service"and"information.""In 2009,"3-1-1"call-takers"averaged"340"calls"a"week. Training Ethics"training"was"conducted"for"the"City"Council"and Board"and"Committee"appointees. Goals"include:"implementation"of"financial"management" software"migration;"continuing"analysis"of"the"Bush"" Presidential"Library"impact"on"the"City;"and"enhancement"of the"City’s"online"credit"card"processing"function. FINANCEFINANCE COMMUNITx DEVELOPMENTCOMMUNITx DEVELOPMENT The"Department"plans"to"place"more"emphasis"on"community" outreach"and"education"regarding"the"various"City"codes.""To" help"achieve"these"objectives,"the"Department"will"add"to"its"" Web"site"content"and"be"more"proactive"in"communicating""" with"neighborhood"representatives."" PUBLIC WORKSPUBLIC WORKS –""Design"the"next"MPY"project"to"replace"water/sanitary"" sewers"in"the"San"Carlos/Potomac"alley"between" Armstrong"Parkway"and"Preston"Road"and"St."Andrews" from"Preston"Road"to"Normandy"Avenue." –""Construction"of"SMU"Boulevard"from"Dublin"Street"to"the" southbound"frontage"road"of"North"Central"Expressway. The"Department"wants"to"reduce"the"number"of"vehicle" burglaries"that"occur"in"the"city.""To"accomplish"this"we"will communicate"proven"crime"prevention"techniques"to"" help"residents"reduce"the"likelihood"that"they"will"be victimized"by"vehicle"burglaries."" FIREFIRE The"Department"has"approval"to"begin"the"construction"of"a" new"training"tower"located"at"2601"Fondren."Built"to"replace the"existing"tower"(which"is"now"obsolete"and"unsafe"to"use), the"new"four-story"structure"will"be"outfitted"with"a"burn simulator"to"replicate"true"structure"fire"conditions.""The project"should"be"completed"by"early"summer." PARKSPARKS Germany"Park"South:""Staff"is"working"with"architects"on construction"drawings"for"the"park’s"development. Amenities"will"include"a"small"playground,"picnic"tables, walkways,"rest"room"facilities,"drinking"fountains,"turf"areas and"park"signage."Funding"for"the"park’s"construction"" (adjacent"to"the"booster"pump"station)"is"supported"by"the Department’s"Capital"Improvements"Program. In"2009,"the"division"poured"24,320"square"yards"of"concrete. The"division"repaired"87"water"main"breaks"in"2009."Public Works"is"also"responsible"for"maintaining"and"repairing"over 6,000"traffic"signs,"33"signalized"intersections,"120"decora- tive"street"lights,"school"zone"flashers,"pavement"markings, public"parking"areas,"and"miscellaneous"traffic"control devices."""" The"Sanitation"Division"collects"residential"waste"twice"a week"and"residential"recycling,"brush"and"yard"waste"once"a week.""Commercial"waste"and"recycling"dumpsters"are"emp- tied"up"to"six"times"a"week."In"2009,"the"recycling"efforts"of our"residents"continued"to"improve,"which"has"reduced"the amount"of"garbage"transported"to"the"landfill. Communit’ Services In"2009"the"Department"continued to"provide"an"officer"at"McCulloch Intermediate"School"for"the D.A.R.E."program"and"a"School Resource"Officer"at"Highland"Park High"School. Personnel In"January"2009"Sgt."Bill"Mathes"attended"the"FBI"National Academy"in"Quantico,"VA."to"participate"in"a"ten-week"course that"enhances"personal"and"professional"development"of"law enforcement"leaders.""Officers"can"take"undergraduate"and/or graduate"courses"in"law,"behavioral"science,"forensic"science, leadership"development,"communication"and"health/fitness." Traffic Safet’ Officers"continued"their"enforcement"of"a"2007"City Ordinance"prohibiting"the"use"of"cell"phones"in"active"school zones"without"a"hands-free"device.""During"2009"officers issued"277"violations.""In"September"2009"a"similar"measure became"a"state"law.""Three"officers"are"assigned"to"the Department’s"Traffic"Unit.""This"specialized"unit"investigates traffic"accidents"and"targets"neighborhoods"for"speeders"and other"reported"traffic"concerns.""In"2009"recorded"accidents dropped"26%"compared"with"2008. Accreditation In"December"2009"the"Department"participated"in"its"third national"Accreditation"On-Site"Review.""After"the"four-day visit"the"two"assessors,"who"were"assigned"by"the"Commission of"Accreditation"of"Law"Enforcement"Agencies"(CALEA), recommended"full"re-accreditation"for"the"Department. Equipment In"2009"the"City"Council"approved"the"Department’s"purchase of"an"inkless"fingerprint"system.""This"sytem"allows"all"finger- prints"to"be"electronically"transmitted"so"that"they"can"be immediately"checked"by"AFIS"(Automated"Fingerprint Identification"System)"and"the"Texas"Department"of"Public Safety."" In"2004"the"Department"equipped"its"marked"patrol"vehicles with"on-board"digital"cameras,"replacing"older"VCR"cameras.""" In"2009"the"City"Council"approved"the"purchase"of"Digital Patroller"II"equipment.""Providing"a"better"digital"image"and longer"ranging"audio,"the"new"cameras"should"be"installed by"March"2010. Fire Prevention –""A"residential"Knox"Box"program"was"implemented" for"interested"residents"so"that"if"an"emergency" occurs,"using"the"house"key"stored"inside"the"box," UPFD"can"make"entry"to"the"home. –""A"quarterly"training"program"for"the"shift"inspectors" was"created"to"ensure"consistency"in"commercial" building"inspections. –""A"shift"fire"investigators"program"was"implemented" to"assist"in"fire"investigations." –""The"Department"increased"the"number"of"public"""" education"slides"on"the"City’s"cable"access"channel" and"added"content"to"the"City’s"Web"site.
