Adopted"in"September"2011,"the"Fiscal"Year"2012"budget"totals"$43,027,730,"a"decrease"of 0.51%"from"last"year.""The"City"benefited"from"a"drop"in"personnel costs,"including"a"reduction"of"two"full-time"positions,"and"continued control"over"expenditures. For"the"second"year"in"a"row,"citywide"property"values"fell"(2.44%). The"assessed"market"value"of"the"average"single-family"home declined"from"$1,120,199"to"$1,093,015,"a"2.66%"drop. The"FY2012"budget"includes"the"same"property"tax"rate"(27.845 cents"per"$100"taxable"value)"as"FY2011,"which"means"a"reduction"in"property"tax"revenue because"of"the"tax"base"decrease.""The"owner"of"an"average"single-family"home"would"pay $61"less"because"of"the"lowered"taxable"value." In"fall"2011,"University"Park"residents"were"asked"to"participate"in"a"community"survey"to help"City"staff"and"the"City"Council"gauge"current"attitudes"and"expectations"on"a"range"of services"and"programs.""The"survey"found"that"overall"satisfaction"with"City services"was"high"at"96"percent.""Inside"this"publication"are"details"on"efforts that"are"underway"or"planned"so"that"City"employees"can"provide"even"better service"to"the"community."" New"home"construction"continues"to"rebound"from low"levels"in"2009,"mirror- ing"an"increase"in"building permits"across"the"country. Total"construction"values for"new"single-family homes"in"University"Park increased"from"$40"million in"2010"to"$45"million"in 2011.""The"department issued"58"permits"for"new"single-family"homes"in 2011,"up"25%"from"2010.""In"addition,"the"number"of permits"for"residential"remodels"and"additions"are"at their"highest"levels"since"2007."" To"improve"the"effectiveness"of"code"compliance"in maintaining"the"appearance"of"the"city,"the"depart- ment"completed"a"proactive"approach"code"sweep"in 2011.""The"code"compliance"division"also"partnered with"the"City’s"Youth"Advisory"Commission"to"reha- bilitate"two"homes"owned"by"senior"residents.""The code"sweeps"and"volunteer"rehabilitation"program were"implemented"in"response"to"the"2008"citizen"sur- vey,"which"indicated"residents"were"not"completely satisfied"with"code"compliance"in"University"Park. The"2011"community"survey"showed"improved"resi- dent"satisfaction"with"code"compliance."""" Emplo’ment During"fiscal"year"2010-11,"six"full"time"employees"left"the City"(four"were"retirements)"resulting"in"a"turnover"rate"of 2.5%.""The"Human Resources"Department hired"35"full-time,"part- time"and"seasonal employees"during"the fiscal"year.""The"City has"241"full-time employees.""Pool"life- guards"and"school crossing"guards"are"hired"on"a"part-time"basis.""Salaries"and benefits"comprise"53%"(22.8"million)"of"the"$43"million total"budget." The"FY2012"budget"includes"no"reduction"in"service"levels and"no"increase"in"the"number"of"employees.""No"pay"raise"or benefit"increase"was"included"for"employees,"although"a"3% raise"was"included"in"the"prior"year"budget."" Capital&improvement&program&(CIu) Adopted"in"November"2011,"the"FY2012"CIP"budget"of $13,895,207"is"the"first"year"of"the"five-year"CIP.""The"CIP"is the"method"by"which"the"City"identifies,"plans,"and"funds capital"projects,"which"are"defined"as"non-recurring,"multi- year"efforts"totaling"over"$25,000.""Funding"for"the"CIP comes"from"multiple"sources,"including"operating"budget transfers,"fund"balance"drawdowns,"and"interest"earnings." The"City"is"debt-free"and"uses"no"debt"for"capital"projects. Awards&and&accomplishments The"City"received"two"national"financial"awards"again"this year.""The"National"Purchasing"Institute"(NPI)"has"awarded University"Park"the"Achievement"of"Excellence"in Procurement"Award"every"year"since"2001.""Purchasing" Agent"Christine"Green"and"Purchasing"Assistant Sandy"Perkins"manage"the"City's"procurement"opera- tions.""The"Government"Finance"Officers"Association (GFOA)"has"awarded"the"City"the"Certificate"of Achievement"for"Excellence"in"Financial"Reporting each"year"since"1998,"and"six"times"before"then. Controller"Tom"Tvardzik"and"the"City's"accounting staff"prepare"the" Comprehensive"Annual"Financial Report "(CAFR)"that"is"the"basis"for"the"Award.""The CAFR"is"available"as"a"PDF"file"on"the"City’s"website.
