II.AWARDS AND RECOGNITION None III.CONSENT AGENDA 16-003 Consider a resolution approving Master Agreements with Dallas County for Major Capital Improvement Projects and Transportation Maintenance Projects City Manager Corder explained that this resolution will authorize the City to execute two agreements to partner with Dallas County on major capital improvement projects and on road and bridge maintenance projects.These agreements are broad and general in nature.Once a specific project is identified under either agreement,a project-specific inter-local agreement is created to address the specific aspects and responsibilities of each jurisdiction. This resolution was adopted. Enactment No:RES No.16/001 16-006 Consider the minutes of the December 15,2015 City Council meeting, with or without corrections. The minutes were approved. Approval of the Consent Agenda A motion was made by Mayor Pro Tern Stewart,seconded by Councilmember Begert,to approve the Consent Agenda.The motion carried by the following vote: Aye:5 -Mayor Lane,Councilmember Armstrong,Councilmember Begert, Councilmember Moore,and Mayor Pro Tern Stewart IV.MAIN AGENDA City of University Park Page 2 217 City Council Meeting Minutes January 19,2016 16-005 Consider an ordinance to include the 3200 block of Rankin in a Residential Parking District Director of Public Works Jacob Speer gave a presentation regarding a request for the 3200 block of Rankin,from Airline to Athens,to be included in the Residential Parking District.If approved,Residential Parking restrictions will be enforced Monday through Friday from 8:00 a.m.to 5:00 p.m.He said that staff sent a petition to each occupied residence on the block.Of the 19 occupied lots,staff received responses from 15,with 11 properties in favor,4 properties opposed,and 4 not responding. Dr.Patrick Waters,3229 Rankin Street,spoke to the Council.He and his wife,Dr.Pamela Waters,are in favor of this residential parking district.He said that on-street parking is difficult as many SMU students park there during the week. Tim Kirby,3205 Rankin,spoke to the Council.He is also in favor of the residential parking district as he feels there is a lack of parking for residents. Parin Parikh,3228 Rankin,also spoke to the Council.M-Fr 8:00 -5:00 would be the hours of the parking district would be enforced.He wanted clarification of the restrictions of a residential parking district.Robbie Corder explained the Monday through Friday,8:00 a.m.-5:00 p.m.hours of enforcement for the parking district and that residents would be required to pick up special car stickers from the Police Department.Mr.Parikh thanked the Council. A motion was made by Mayor Pro Tem Tommy Stewart,seconded by Councilmember Taylor Armstrong,to adopt this ordinance.The motion carried by the following vote: Aye:5 -Mayor Lane,Councilmember Armstrong,Councilmember Begert, Councilmember Moore,and Mayor Pro Tem Stewart Enactment No:ORD No.16/001 City of University Park Page 3 218 City Council Meeting Minutes January 19,2016 16-004 Consider installation of lighted crosswalk in the 6600 block of Turtle Creek Blvd Director of Public Works Jacob Speer gave a presentation about the proposed lighted crosswalk.This crosswalk is intended to improve pedestrian safety around Goar Park.City Manager Corder said that he had received two letters from residents expressing their concerns about children crossing Turtle Creek Blvd.during soccer games in the park.During events, the streets are congested with traffic and cars parked on both sides of the street.Jacob Speer said that the crosswalk lights would function only when activated by a pedestrian.He said the lead time for installation would be about a month at an approximate cost of $25,000.Councilmember Begert asked about the visibility of the crosswalk to motorists rounding the curve on Baltimore at a high speed.Jacob said that the lighted signs would be visible to motorists,and he could also place advance warning signs in addition to the lighted signs.Mayor Lane wanted to confirm that there would be no parking with 40 feet of either side of the crosswalk.Jacob said "yes",that the "no parking"around the crosswalk would also improve safety for pedestrians.Mayor Lane asked that adjacent resident Mr.Brooks Cullum be notified prior to installation of the crosswalk. Jacob said that this project was not budgeted,so funds are not currently available for this installation. A motion was made by Councilmember Moore,seconded by Councilmember Armstrong,to amend the FY16 budget to include funding for the lighted crosswalk so that installation will occur as soon as possible,and to provide an advance crosswalk warning sign on Vassar.The motion carried by the following vote: Aye:5 -Mayor Lane,Councilmember Armstrong,Councilmember Begert, Councilmember Moore,and Mayor Pro Tem Stewart 16-007 Consider a resolution adopting the Dallas County HazMap Fire Chief Howell explained that the Federal Emergency Management Agency (FEMA)requires local governments to adopt a Hazard Mitigation Plan (HazMAP)every five years in order to be eligible for federal reimbursement after a natural disaster or hazard.The 2015 Dallas County HazMAP is an extension of the Dallas County Emergency Management Plan and is a record of the county's potential hazards,risks and strategies to reduce the long-term consequences of natural hazards.The HazMAP outlines mitigation goals and identifies risk reduction strategies for hazards that threaten the County and municipalities filing under the County's plan. A motion was made by Mayor Pro Tern Tommy Stewart,seconded by Councilmember Bob Begert,to approve this resolution.The motion carried by the following vote: Aye:5 -Mayor Lane,Councilmember Armstrong.Councilmember Begert, Councilmember Moore,and Mayor Pro Tem Stewart Enactment No:RES No.16/002 City of University Park Page 4 219 City Council Meeting Minutes January 19,2016 V.PUBLIC COMMENTS Grace Daniels,Area Manager,Oncor Electric Delivery addressed the Council.She provided updates about work Oncor is doing in the city and discussed an outage that occurred recently.Mayor Pro Tem Stewart told Ms.Daniels that his neighbor had complained to him about one of Oncor's tree trimmers being unpleasant.Ms.Daniels agreed that Oncor's tree trimming is not popular with some customers but that Oncor is always trying to improve its tree trimming service and interaction with affected residents.
