EXECUTIVE SESSION
3:00 -4:00 P.M.Pursuant to TGC§551.072,the City Council met in closed session to
discuss development agreements for 6517 Hillcrest.Pursuant to TGC§551.071,the City
Council met in closed session to receive advice from the City Attorney regarding pending
litigation.No action was taken.Executive Conference Room,1st Floor,City Hall.
PRE-MEETING WORK SESSION(S)
4:00 -5:00 P.M.The City Council met in open work session to receive agenda item briefings
from staff.No action was taken.The 4:00 -4:15 p.m.pre-meeting presentation by Director of
Community Development Patrick Baugh regarding leaf blowers was postponed.Council
Conference Room,2nd floor,City Hall.

Former University Park Mayor Dick Davis,and Former HPISD Board of
Trustees President Leslie Melson in attendance at the meeting.

Staff in attendance included Community Information Officer Steve Mace,
Director of Information Services Dale Harwell,Chief of Police Greg Spradlin,
Communications SpecialisUDeputy City Secretary Amanda Hartwick,City
Secretary Christine Green,Director of Parks Gerry Bradley,Director of
Public Works Jacob Speer,Director of Human Resources Luanne Hanford,
Fire Chief Randy Howell,Library Director Sharon Martin,Director of Finance
Tom Tvardzik,Purchasing Manager Elizabeth Anderson,IT Consultant Tom
Bradford,and Police Captain Jim Savage.
II.AWARDS AND RECOGNITION
Proclamation to recognize the 1DOthanniversary of Highland Park United Methodist Church
Mayor Lane read the proclamation to recognize the 1Oathanniversary of
Highland Park United Methodist Church (HPUMC).Reverend Susan Robb,
Executive Minister of HPUMC,thanked the Mayor and Council and invited all
to join the celebration at the church on Sunday,February 21.
Proclamation honoring the career accomplishments of Chris Young and Clayton Kershaw
Mayor Lane read a proclamation to recognize the major league baseball
career accomplishments of Highland Park High School graduate and
University Park resident Chris Young.Mr.Young said that he was proud to
live in and represent University Park,and he thanked the Mayor and Council
for the honor.
Mayor Lane read a proclamation to recognize Highland Park High School
graduate and University Park resident Clayton Kershaw for his career
accomplishments in major league baseball.
III.CONSENT AGENDA
16-022 Consider approval of an agreement for services between Canine
Country Club &Well ness Center (CCC)and the City of University Park
for animal impound services
City Manager Corder said that this agreement is a renewal of a current
contract with Canine Country Club to provide animal impoundment services
to the City of University Park.He noted that this has been a successful
arrangement and that it has resulted in a cost savings of nearly $21,000
annually from the previous contractor.
This agreement was approved.

16-024 Consider approval of the minutes of the February 2,2016 City Council
meeting,with or without corrections.
The minutes were approved.
Approval of the Consent Agenda
A motion was made by Councilmember Armstrong,seconded by Mayor Pro
Tern Stewart,to approve the Consent Agenda.The motion carried by the
following vote:
Aye:4 -Mayor Lane,Councilmember Armstrong,Councilmember Moore,and
Mayor Pro Tem Stewart
IV.MAIN AGENDA
16-020 Consider approval of the purchase of a trailer for the Infrastructure
Maintenance Division
City Manager Corder said that this agenda item was originally on the
February 2 agenda but had been removed as the Council had questions
regarding the cost.He explained that this trailer is for the Infrastructure
Maintenance Division to transport the new skidsteer loader and breaker unit
that was acquired in November.Staff described the specifications for the
trailer in the pre-meeting,including:
•Trailer must have a Gross Vehicle Weight Rating (GVWR)of 14,000 Ibs
•Trailer must have a dovetail rear deck
•Trailer must have spring loaded rear ramps to minimize risk of employee
injuries
The trailer is available from Magnum Trailers through a BuyBoard contract in
the amount of $4,934.00.All purchases made through BuyBoard satisfy
State purchasing guidelines.
A motion was made by Councilmember Dawn Moore,seconded by
Council member Taylor Armstrong,to approve this purchase.The motion
carried by the following vote:

16-021 Receive a report from the University Park Chief of Police:02-16-16
UPPD Bias-Based Profiling Analysis
Chief Spradlin reported findings from the University Park Police Department
Annual Traffic Stop Analysis.He explained that the Texas Code of Criminal
Procedure,Article 2.132 Compilation and Analysis of Information Collected,
requires the police chief to present the findings to the City Council.This
analysis is conducted to determine if racial profiling is being practiced by the
agency in traffic stops and subsequent searches during those stops.
This study was conducted by the Professional Development Institute (POI)at
the University of North Texas.The POI determined that the UPPD is in full
compliance with the racial profiling law,and there were no racial profiling
complaints in calendar year 2015.
16-023 Consider approval of a park reservation request from Highland Park
Presbyterian Church.
City Manager Corder said that Highland Park Presbyterian Church (HPPC)
made two requests for the use of Goar Park.The first request is for
Sunday,March 27,2016,3 -10 a.m.for the annual Sunrise Easter
Service.HPPC expects 700 -1,000 may attend.HPPC withdrew its
second park reservation request for the HPPC 90th Anniversary
Celebration on Sunday,April 10,2016.Staff has not received any
complaints about the Easter Sunrise Service in past years.
A motion was made by Councilmember Dawn Moore,seconded by
Council member Taylor Armstrong,to approve this request.The motion carried
by the following vote:
Aye:4 -Mayor Lane,Councilmember Armstrong,Councilmember Moore,and
Mayor Pro Tem Stewart
V.PUBLIC COMMENTS
Rodney Livingston requested to speak.He told the Mayor and City Council
that two former presidents have conspired to keep his birth certificate from
him in violation of various laws.
