II.AWARDS AND RECOGNITION 16-050 Retirement -Tammy Watson,Park Superintendent Director of Parks Gerry Bradley gave a presentation about retiring Parks Superintendent Tammy Watson.Tammy started working for the City in 1979 as a clerk in the Public Works Department.He praised her dedication to the job and the community and noted the many City events she worked during her 37-year tenure.City Council member Taylor Armstrong presented a plaque to Tammy and Mayor Lane gave her a check. 16-058 Retirement -Mike Brackin,Code Enforcement Officer Director of Community Development Pat Baugh gave a presentation with rhyming verse about retiring Code Enforcement Officer Mike Brackin.Mike worked for the City for 40 years. Mayor Pro Tem Tommy Stewart presented Mike with a plaque and Mayor Lane gave Mike a check. III.CONSENT AGENDA 16-057 Consider approval of the minutes of the April 5,2016 City Council meeting with or without corrections The minutes were approved. Approval of the Consent Agenda A motion was made by Mayor Pro Tern Stewart,seconded by Councilmember Armstrong,to approve the Consent Agenda.The motion carried by the following vote: City of University Park Page 2 247 City Council Meeting Minutes April 19,2016 Aye:5 -Mayor Lane,Councilmember Armstrong,Councilmember Begert, Councilmember Moore,and Mayor Pro Tem Stewart IV.MAIN AGENDA 16-048 Consider approval of interlocal purchasing agreements with the Cities of Garland and Rowlett City Manager Corder said that the City would like to establish interlocal purchasing agreements with the cities of Garland and Rowlett.These agreements will allow the City to participate in Garland's and Rowlett's contracts for post-disaster recovery services as well as other cooperative purchasing contracts. A motion was made by Mayor Pro Tem Tommy Stewart,seconded by Council member Bob Begert,to approve these agreements.The motion carried by the following vote: Aye:5 -Mayor Lane,Councilmember Armstrong,Councilmember Begert, Councilmember Moore,and Mayor Pro Tem Stewart 16-049 Consider approval of an ordinance establishing no parking adjacent to the Park Cities YMCA Director of Public Works Jacob Speer gave a presentation about the proposed "no parking"adjacent to the Park Cities YMCA. He said the City Council approved Ordinance 13/15 in April 2013 amending the Planned Development for the Park Cities YMCA (PD12).The amended PD12 and Ordinance 13/15 address parking adjacent to the YMCA as follows: "F.Parking (3)No on-street parking shall be allowed abutting the YMCA property on Shenandoah,Connerly,and Normandy." Pursuant to this stipulation,the ordinance under consideration will prohibit parking anytime on: •The south curb line of the 4000 block of Shenandoah •The north curb line of the 4000 block of Normandy •The west curb line of the 6000 block of Connerly A motion was made by Councilmember Moore,seconded by Councilmember Armstrong,that this Ordinance be adopted.The motion carried by the following vote: Aye:5 -Mayor Lane,Councilmember Armstrong,Council member Begert, Councilmember Moore,and Mayor Pro Tem Stewart Enactment No:ORD No.16/008 City of University Park Page 3 248 City Council Meeting Minutes April 19,2016 16-051 Designation of Residential Parking Only near the Park Cities YMCA Director of Public Works Jacob Speer gave a presentation about a proposal to establish a residential parking district near the Park Cities YMCA. The Mayor recognized several speakers in attendance.Gail Schoellkopf, 4006 Shenandoah,said she also owns the property at 4014 Shenandoah. She is in favor of a residential parking district 24 hours a day,7 days a week as she believes it would be the least complicated remedy for the ongoing parking problems around the YMCA.She said it is her understanding that the Unitarian Church will have access to the YMCA's underground garage for their parking needs. The Rev.Dr.Daniel Kanter,First Unitarian Church,said he believed that there was a basic understanding between the parties involved in the YMCA reconstruction negotiation four years ago that the church would have access to on-street parking during the day for church-related activities because the YMCA would need its underground parking garage.He said that this proposal for a parking district eliminates the provision for on-street parking given to the church and expands the hours originally proposed for the district.Rev.Kanter said that the church was not notified of this proposal until a week after the neighbors were surveyed and allowed to provide comments.He is opposed to a 24-7 residential parking district.The church often has weddings and funerals during the day that exceed the capacity of the Y's parking garage.He said this proposal violates the trust and rights of the parties who participated in the YMCA reconstruction process. Kathy Jenevein,6031 St.Andrews,said she is opposed to having a residential parking district on St.Andrews.She wants to give the Y the chance to demonstrate that its patrons will use the parking garage.She doesn't want to establish a residential parking district on her street before the Y reopens and it can be determined a problem exists.She has frequent meetings and social events at her house and doesn't want the hassle of her guests not being able to park without a permit. John Bunten,3613 Wentwood Drive,represented the Park Cities YMCA.He said that he wants to abide by the original 2012 agreement when the Planned Development was approved which eliminates the parking alongside and adjacent to the Y but leaves open the parking on the residential side of the streets around the Y.He agrees that the church will sometimes have events that will require more parking than is available in the Y's parking garage. Mayor Lane asked Mr.Bunten if there is an opportunity for the Y to offer some garage parking to the church during the week.He said "yes",between 2 -5 p.m.on weekdays and 1:30 -4 p.m.on weekdays during soccer season,there should be availability in the parking garage for church events like funerals.The agreement with the church is that it may use all the space in the parking garage after 6 p.m.until 10 p.m.on weekdays and Saturdays. The church may also use the garage on Sunday mornings,and the Y is amenable to working with the church for parking for weddings,etc.on Friday City of University Park Page 4 249 City Council Meeting Minutes April 19,2016 nights and Saturdays. James Snell,4017 Stanford,spoke on behalf of the church.He doesn't want the community to be un-welcoming to visitors by not providing parking. Mayor Pro Tem Stewart said he believes that a residential parking district is needed,but he would like for all sides to have the opportunity to provide more input.He also does not want to implement a district until the Y is operating and it can be determined if a parking problem exists.The Mayor asked the staff to work with all parties affected by the proposed residential parking district and come back to the Council later. City of University Park PageS 250 City Council Meeting Minutes April 19,2016 16-056 Public Hearing -amendment to Planned Development District 6 (PD-6) Mayor Lane opened the public hearing about an amendment to the development standards in Planned Development District 6 (PD-6).The amendment will allow continued use of nonconforming sized lots for detached single-family dwellings in a two block area (3600-3700 Granada) within the district.Director of Community Development Pat Baugh gave a presentation about the proposed amendment.He said that the Zoning Ordinance Advisory Committee and the Planning and Zoning Committee recommended approval of the amendment. Pat said that the current PD-6 regulations prohibit reconstruction of any residential type structure on the existing lots that are typically 5,000 square feet in the 3600 and 3700 block of Granada.The proposed amendment would recognize the originally platted lots as nonconforming but allow continued use as a detached single-family dwelling for renewal or redevelopment.The requirement and exception to the requirement are: Requirement: (a)For single-family (one-family)detached dwellings,the minimum lot area is 7,000square feet. Exception: This minimum lot area requirement for a single-family (one-family)detached dwelling shall not apply to any lot which was an official "lot of record"prior to November 7,1977,which lot is determined to be a conforming lot for all purposes.A lot created after that date shall conform to the minimum lot area The Zoning Ordinance Advisory Committee,Planning and Zoning Commission,and staff recommend approval of the proposed amendment to the development standards in PD-6 to allow existing nonconforming lots to continue to be used for detached single-family dwellings. Mayor Lane allowed comments. Charles Leary,3703 Granada,spoke in favor of the amendment. Stephanie Mercer,3706 Granada,was present and said that Charles Leary's comments represented her view as well. Councilmember Moore asked Mr.Leary if he understood when he indicated his approval of the amendment that it was to allow single family detached. Mr.Leary said "yes"he understood that and is in favor of the amendment. The Mayor closed the public hearing.
