EXECUTIVE SESSION
3:00 -4:00 P.M.Pursuant to TGC§551.074,the City Council met in closed session for an
evaluation of the City Manager.No action was taken.Executive Conference Room,1st Floor,
City Hall.
PRE-MEETING WORK SESSION(S)
4:00 -5:00 P.M.The City Council met in open work session to receive agenda item briefings
from staff.No action was taken.Council Conference Room,2nd floor,City Hall.
I.CALL TO ORDER

Present:5 -Mayor Olin Lane,Council member Taylor Armstrong,Mayor Pro Tem Dawn
Moore,Councilmember Randy Biddle and Councilmember Gage Prichard
A.INVOCATION:City Councilmember Taylor Armstrong
B.PLEDGE OF ALLEGIANCE:City Councilmember Taylor Armstrong /Boy Scouts
Boy Scouts Garrett Smith,Noah Morse,Benjamin Guppy and Charlie
Thomason of Troop 82,and Dylan Benak of Troop 35 were present as part of
working on their Communication and Citizenship in the Community merit
badges.They assisted Councilmember Armstrong and the Mayor and City
Council in leading the Pledge of Allegiance.Asher Meyer of Troop 82 was
also in attendance.

III.CONSENT AGENDA
18-077 Lomo Alto Landscape Project -Traffic Control Plan
City Manager Corder said that this item is for approval of a traffic plan for the
Lama Alto landscape project.This project will begin in June and will affect
Lama Alto from Lovers Lane north to Caruth.Northbound traffic on Lama Alto
will remain open,but the southbound traffic will be detoured east at
Southwestern to Douglas and then south.
This traffic control plan was approved.
18-080 Consider approval of the minutes of the April 3,2018 City Council
meeting,with or without corrections.
The minutes were approved.
Approval of the Consent Agenda
A motion was made by Councilmember Armstrong,seconded by Mayor Pro
Tem Moore,to approve the Consent Agenda.The motion carried by the
following vote:
Aye:5 -Mayor Lane,Councilmember Armstrong,Mayor Pro Tem Moore,
Councilmember Biddle,and Councilmember Prichard

18-078 Conduct a public hearing to create Specific Use Permit 98 to allow for a
Place of Worship use in a residential district.The subject site is located
at 3220 Daniel Avenue and currently zoned Multi-Family 3.
Planner Jessica Rees gave a presentation about this request to create
Specific Use Permit 89 (SUP 89)to allow a Place of Worship use in a
residential district at 3220 Daniel.She said that Community Development
mailed out 33 notices to the surrounding neighbors.They received two
responses back,and both were in favor.She said that Wesley House has
been using this property since 2004.The creation of this SUP is an
administrative clean-up of a non-conforming use of this property.The
Planning &Zoning Commission approved this SUP.
Mayor Lane opened the public hearing.Reverend Andrew Beard,3405
Potomac,with the Highland Park United Methodist Church,spoke about the
purpose of the Wesley House and that it provides a student center on the
SMU campus.
Councilmember Prichard asked if the property would have fire sprinklers and
how many square feet of air conditioned space there is in the house.Rev.
Beard said there was no requirement to add sprinklers and that there was
2315 square feet.
Mayor Lane closed the public hearing.
18-079 Consider approval of an ordinance to create Specific Use Permit 98 to
allow for a Place of Worship use in a residential district.The subject site
is located at 3220 Daniel Avenue and currently zoned Multi-family 3.
A motion was made by Mayor Pro Tern Moore,seconded by Councilmember
Armstrong,that this ordinance beadopted.The motion carried by the following
vote:
Aye:5 -MayorLane,CouncilmemberArmstrong,Mayor ProTem Moore,
CouncilmemberBiddle,and CouncilmemberPrichard

V.PUBLIC COMMENTS
Scott Dabney,4000 Colgate,said he is opposed to the HPISD's design of the
Hyer Elementary reconstruction.
VI.ADJOURNMENT
As there was no furtherbusiness,Mayor Laneadjournedthe meeting.
