ORDINANCE NO. 20-007
AN ORDINANCE OF THE CITY OF UNIVERSITY PARK, TEXAS, AMENDING
THE SPECIAL SIGN DISTRICT FOR HIGHLAND PARK PRESBYTERIAN CHURCH ON
ITS PROPERTY GENERALLY BOUNDED BY UNIVERSITY BOULEVARD AND
MCFARLIN BOULEVARD, SHANNON LANE AND PARK STREET; PROVIDING
CONDITIONS; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT;
PROVIIDNG A SEVERABILIY CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT
TO EXCEED THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FOR EACH OFFENSE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Zoning and Development Advisory Committee of the City has considered
a request to amend the special sign district for the campus of the Highland Park Presbyterian Church
and has recommended to the City Council the adoption of an amended special sign district, with
conditions; and
WHEREAS, the provisions of the sign ordinance have been complied with and the City
Council has provided notice and a public hearing with regard to such request and recommendation
and is of the opinion and finds that such amended special sign district should be approved; Now,
Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY
PARK, TEXAS:
SECTION 1. That the Zoning and Development Advisory Committee, formerly the Urban
Design and Development Committee, has considered a request to amend the special sign district
granted to Highland Park Presbyterian Church by Ordinance No. 00/05 to provide signage for the
Church campus as part of an overall graphics program. That such request was accompanied by plans
which provide such details and specifications required by the Committee, as authorized by Section
3.09.191 of the Code of Ordinances, and in the opinion of the Committee, such graphics program will
result in the signage appearance of the area being beneficial to the public health, safety and general
welfare and in the interest of the City of University Park. That the Committee has recommended to
the City Council that the special sign district be amended for the Church property, bounded by
TM113865
McFarlin Boulevard, University Boulevard, Shannon Lane and Park Street, commonly known as
3821 University Boulevard, permitting the signs and other graphics in accordance with the submitted
plans.
SECTION 2. That after notice and public hearing, the City Council has determined that the
amendment of such special sign district is in the best interest of the public health, safety and general
welfare of the City and should be granted, subject to the following special conditions:
A. That the signs permitted in the special sign district amended hereby shall be as shown
on the plans attached hereto collectively as Exhibit “A” (16 pages) and made a part
hereof for all purposes; and
B. That the plans in Exhibit “A” include Signage Standards, Site Plan locating each
authorized sign, Signage Schedule and sign designs.
SECTION 3. That Ordinance 00/05 and all other ordinances of the City of University Park
in conflict with the provisions of this ordinance are hereby repealed.
SECTION 4. That should any sentence, paragraph, subdivision, clause, phrase or section of
this ordinance be adjudged or held to be unconstitutional, illegal, or invalid, the same shall not affect
the validity of this ordinance as a whole, or any part or provision thereof, other than the part so
declared to be invalid, illegal or unconstitutional.
SECTION 5. That any person, firm or corporation violating any of the provisions or terms
of this ordinance shall be deemed guilty of a misdemeanor and, upon conviction in the municipal
court of the City of University Park, Texas, shall be subjected to a fine not to exceed the sum of five
hundred dollars ($500.00) for each offense, and each and every day any such violation shall continue
shall be deemed to constitute a separate offense.
SECTION 6. That this ordinance shall take effect immediately from and after its passage
and the publication of the caption, as the law and Charter in such cases provide.

PROPOSED HPPC SPECIAL SIGN DISTRICT STANDARDS
1. SCOPE
The area covered by these signage standards is bounded by University Boulevard
on the North, Shannon Lane on the West, McFarlin Boulevard on the South, and
Park Street on the East, per Attachment B.
There are 25 signs proposed. 2. SITE IDENTIFICATION SIGNS: A. Site Identification Sign: One (1) site identification sign shall be permitted. Refer to Attachments B & 4. a. Ground Sign. One (1) Monument Sign on University Boulevard not to exceed four (4) feet in height, and fifty-six (56) square feet in area. Sign to be surface illuminated from ground-mounted sources. Maximum letter height to be twenty (20) inches. Refer to Attachment 4. 3. BUILDING IDENTIFICATION SIGNS: B. Building Identification Signs: Two (2) building identification signs shall be permitted. Refer to Attachments B, 5 & 3. a. Ground Sign. One (1) Ground Sign on McFarlin Boulevard not to exceed four (4) feet in height, and twenty-six (26) square feet in area. Sign to be surface illuminated from ground-mounted sources. Maximum letter height to be seven (7) inches. Refer to Attachment 5. b. Ground Sign. One (1) Ground Sign on McFarlin Boulevard not to exceed eight-and-a-half (8-1/2) feet in height, and seventeen (17) square feet in area. Ambient landscape lighting to provide illumination. Maximum letter height to be twenty (20) inches. Refer to Attachment 3. 4. BUILDING ENTRANCE IDENTIFICATION SIGNS C. Building Entrance Identification Signs: Three (3) signs shall be permitted. HIGHLAND PARK PRESBYTERIAN CHURCH (HPPC)
AMENDMENT TO THE SPECIAL SIGN DISTRICT ORDINANCE
University Park, Texas
A major new building and renovation effort at Highland Park Presbyterian Church will transform the facility, with minimal external impact on the overall site. The Hunt Building
will be completely rebuilt within its current footprint – with new subsurface parking - and a link between the Sanctuary and education buildings will improve internal circulation
tremendously. The additions and reconfiguration necessitated a new campus signage program to direct
guests and members through a much more user-friendly experience. New signage will complement the existing campus, much of it in the form of understated site directional signage designed to be very similar to the existing.
Overall, only ten new signs and approximately 100sf of sign area will be added, and all existing signs will be replaced by new signs. Much of the additional signage is designed to
bring visibility and clarity to the school building entrances, including the Bell Center for youth ministry, to benefit students and parents. This amendment request is that the Highland Park Presbyterian Church Special Sign District described in the February 16, 2000 Ordinance be removed and replaced by the following language.

TRAFFIC SIGNS Distinctive traffic regulatory signs will be permitted provided such signs comply with the requirements of the Texas Manual of Uniform Traffic Control Devices and approved by the Director of Public Works, prior to installation. D. Pedestrian Directional Signs: Four (4) Pedestrian Directional Signs shall be permitted. Refer to Attachments B & 1.

Three (3) Ground Signs on University Boulevard, two flanking the Sanctuary entrance, and one near the Day School entrance, each not to exceed two (2) feet in height, and two (2) square feet in sign panel area. Ambient lighting to provide illumination. Maximum letter height to be two (2) inches. Refer to Attachment 1. b. Ground Sign. One (1) Ground Sign on McFarlin Boulevard adjacent to the Parlor entrance, not to exceed two (2) feet in height, and two (2) square feet in sign panel area. Ambient lighting to provide illumination. Maximum letter height to be two (2) inches. Refer to Attachment 1. E. Vehicular Directional Signs: Eight (8) Vehicular Directional Signs shall be permitted. Refer to Attachments B & 1. a. Ground Sign. Two (2) Ground Signs on University Boulevard, one near Shannon Lane and the other near the Day School driveway, each not to exceed thirty (30) inches in height, and four (4) square feet in area.
