A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNIVERSITY
P ARK, TEXAS, APPROVING AND ACCEPTING THE TRAFFIC STUDY UPDATE
FROM THE PARK CITIES BAPTIST CHURCH AS REQUIRED BY THE SPECIAL
CONDITIONS OF PD-29; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY
PARK, TEXAS:
SECTION 1. That based upon the special conditions of the ordinance granting PD-29,
Park Cities Baptist Church has prepared and presented a Traffic Study Update, a true copy of
which is attached hereto as Exhibit "A" and made part hereof for all purposes, and which is
accepted and approved and found by the City Council to comply with such special condition.
SECTION 2. That this resolution shall take effect immediately from and after its passage, and it
is accordingly so resolved.

The following is a, sununary of various traffic and parking .observations conducted over
the past three m.onths at Park Gtles Baptist Church fPCBC) sinte the oJXming of the new
garage ilnd Community Ute CS\ter (CLq.. Pursuant to our meeting and discus.~ion on
December 1,2006, it is intended that thIs correspondence serve as the City's initial
required analysis as described below.

TIns report satisfies a c.ondition set forth in Ordinance No. WI 33 of the City of
Universi.ty Park concerning Planned Development District No. 29. The PD governs the
use and cteveloplTW.nt of the PCOC campus. A more comprehensive traffic study wllt oe

meilSUf(~S are described in the following paragraphs.
TRAFFIC CONTROl,
During weekly Sunday services, PCD( utilizes five Dallas County sheriff deputies to
manage and controltraJfic at the fol.lowing locations.
. Two deputies are stationed at strategic points along eastbound Northwest
Highway to dose off the outside lraffic lane to assist motorists in entering and
exiting the parking garage. The officers also assist westbound motorists in
making left turns into the garage at the newly-wnstructed median opening. The
maximum observed vehi.cle queue in the westbound-to-southbound left.turn
lane (capacity of 20 vehicles) was 15 vehicles. These traffic control strategies
improve both the safety and efficiency of the ingress and egress driveways.

These measures created no nol:iceabJe impact on the traffic flow along Northwest
Highway.
. Two deputies were stationed along Villanova Drive to assist motorists exiting the
garage and control traffic at the shuttle bus stop.
. The fifth deputy directed the flow of vehicles and pedestrians at the 4- W ay STOP
al the Villanova DrivefPickwkk Lane intersection. The resultant improvement
in the safety and efficiency of traffic:; using the intersection was noticeable.

Th.' traffic island/ traffic diverler has beenre<:onstructed to discourage motorists from
either direction on Northwest Parkway from turning into the private sedtOn of
Northwest Park.way in front of PCDe:. The reconfigured island diverier appears to be
funct.ioning as intended. Only one vehicle was observed making 1he unintended
maneuver.
Considercltion W<lS given to a sign message to alert motorists or the restricted
movements; however, a decision was made to ert'Ct a sign only if motorists appeared to
have difficulty understanding the goal of the new diverter. The intersection wilt be
monitored from time to time to appraise the situation, but no sign is currently installed.
"NO LH'T~'I1JRN" REGUlATION
A portable "No Left Turn" sign is placed on northbound Pk:k.wick Lane in advance of
Northwest Highway each Sunday morning. The regulation has functioned well in
relievmg congestion on Pkkwkk Lane between ViUanova Drive and Northwest
Highway.
ONf-WA Y TRAfFIC OPliRATIONS
The one-way operation on Villanova Drive is essential on Sunday mornings to
accommodate the loading and unloading of shuttle buses operating between thE> chun:h
and the parking deck in Preston Center. The-operation is communicated by portable
signs and is considered to function welL
PARKING
The 750-space PCBC parking garage accommodates about fifty percent of the parking
demand on a typical peak Sunday. The new garage has reduced the encro,Khment of
parked vehicles in the adjacent neighborhood streels and the Plaza on Preston retail
center. The following observations were also mlK1e con<:emmg parking.
. On.Street Parkins - Parkinggroerated by a<:tivities at PCBC still occurs on
neighborhood streets; however, it extends only about one block In every
diredion from the church compared to several blocks priorlo the opening of the
new garage.
. Plaza on Preston Cenfer Parking .-. Similar to the. impact on the are.t1 streets,
parking in Pre$ton Center is confined to those areas within one block of the
church.

. Remote }"addng at Preston Center Parking D<<k - PCBC operates shuttle
buses between the church and the Prt':.Ston Center parking deck looilted W{.?St of
Preston Road. Approximately 100 vehicles uti1~ the remote parking site on a
typical Sunday.
. PCBC Garav - Mr. Vaooy Hooker coordinates a group of PCBC deacons who
direct traffic within the underground garage. Even during peak traffic periods,
most motorists are able to exit from the lowest level of the garage within five
minutt.?S from the time that they enter their vehicles. The garage is well utilized
and aU spaces are frequently llUed.
WEDNESDAY EVENINGS
The PC'::BC garage has reduced the parking impact of churchactivjt:jes in the adjacent
neighborhood and retail renter on Wednesday evenings by over fifty percent.
SPECIAL ACTIVITIES A TPCBC
PCBC utilizes a traffic officer to discourage persons attending funt~rals and other
activities from parking at the adjaCf~nt PIaZ..l on Preston retail center durjn~ normal
business hours. These motorists are directed to the new garage.
COMPlAINTS FROM NEIGHBORS
The PCBC has not received calls or complaints from their neighbors in recent months
concerning traffi<: and parking issues.
CONCLUSION
Although there i:l.rebelween 100 and 150 additional individuals on the campus e<Kh
Sunday than a year agO', the new parking garage and the traffic management measures
have reduced the encroachment of parked vehicles on the neighborhood streets and
adjacent retail center, and have also improved traffic flow in the vicmity of the church.
